
REQUEST FOR PROPOSAL
SECTION
1. INTRODUCTION
1.1 Background
Astride the Riviera Tee Pavilion and Golf Driving Range is a largely
unutilized area of 2,000 sqm, more or less, which can be developed into a small-size
lodging inn cum extended Golf Driving Range and other service facilities. The
development of said lodging and ancillary facilities would enhance the value
and the competitiveness of the Riviera Golf Club, Inc. (RGCI).

2. VISION & CONCEPTS
2.1 Vision and Objectives. The project envisions the development of a suitable
golf driving range complex that adds value to the existing facilities and yet
does not disadvantage RGCI members while primarily catering to the tourist golf
market thereby enhancing the marketability of the Club. The objectives of this
project are the following:
2.1.1 Provide for
limited lodging facilities, additional driving range services and related
facilities primarily for golfing tourists and visitors; and,
2.1.2 Generate
reasonable revenues to help sustain the operations of the Club.
2.2
Concept. The project strategy envisions an
enterprise involving the development of the site into a
small size lodging inn with ancillary facilities, cum extended user access to
the Golf Driving Range,
primarily catering to golfing tourists and visitors.
2.2.1 The formation of a Philippine-based
JV corporation is desirable for the lifetime of the project with site
development aimed at an optimal utilization of the entire area.
2.2.2 The operation of the
project shall not cause undue harm to the interest and welfare of RGCI members.
2.3
Joint Venture. JV or similar arrangements will be
established with credible partner(s) to operate, sustain and manage a relevant
enterprise. The investment of RGCI is limited to the value of the land to be
developed, the attractive value of pertinent facilities and the accompanying
goodwill inherent in the sustenance of the project.
2.4
Principal Stakeholders. The project will
be open for partnership with a qualified partner(s), possessing adequate
investment capacity, who shall take charge of financing the development costs,
the operation and the maintenance of the project.

3. REQUIREMENTS & OTHER NICETIES
3.1 Preliminary Feasibility Study. A preliminary feasibility
study in support of a relevant proposal is essential to initialize the project.
As a minimum, it is desirable that project proposals shall contain the
following:
3.1.1 Executive Summary
3.1.2 Master Development Plan
3.1.3 Details of proposed lodging inn
3.1.4 Detailed
plans for other facilities & improvements
3.1.5 Description of proposed business(es)
and detailed plans thereof
3.1.6 Details of how proposed
business may affect /enhance current business
3.1.7 Technical, financial, marketing,
organizational and other aspects
3.2 Marketing Aspect. The proposal shall indicate appropriate
marketing plans and strategies for the targeted markets of the project.
3.3 Financial Aspect. The proponent shall indicate the details
of the capitalization, equity sharing and sources of funds needed to run the
joint venture enterprise. The proposal shall include a comprehensive forecast
of total project costs and revenues covering a minimum period of five (5) years
from the start of the operation. The proponent shall include a projection of
Financial Statements for the said period.
3.4 Management and Operation of the Project. The management and
operation of the Project shall be prescribed, including the proposed corporate structure,
and the respective roles and responsibilities of the principal
stakeholders, to include RGCI.
3.5 Project Schedule. The proponent shall indicate the time
scale and other details of the Project’s
implementation commencing no later than 15 January 2010.
3.6. Request for Proposal. This Request for
Proposal (RFP) shall be the primary basis for proposal selection; however, resulting
discussions thereof will not necessarily be binding unless so incorporated in
an appropriate agreement(s) that may be subsequently entered into among the
proper, concerned parties. Responses to this RFP will be entertained as soon as receipt of proposals are received
by RGCI preferably no later than 1 January 2010.
